You would think so with the 8.8 but I just checked them with a screw pitch gauge and they are 18 TPI.
M16-1.5 is the closest thing to 5/8-18 and an M16 nut won't go on them.
I don't know why they are the way they are.

There are 4 different pitch’s for 16mm metric fasteners, it could be easily confused. I’m not close to metric tap and die set but I have all 4 in my set. I’ll see how lose they are.

I don't know if it's made this way on purpose or not, could have been threaded wrong, I don't know. I have 4 of them and they are all the same.
The black tap is 5/8-18, the gold tap is M16-1.5, the 16mm tap will not go in the nut. The die is 5/8-18.
16mm is .62992, 5/8" is .625. While .004" may not seem like a lot, it is.

My guess is it's a UNF (USA thread) bolt made in a foreign country. 8.8 is equivalent to a grade 5 fastener.
