No throttle control of 48 Super A

When i purchased our '48 super A the seller said the carburetor needs rebuilding and that was why it ran constantly at full throttle only. I just got finished cleaning and checking on the carburetor and everything seemed fine (but now it's tidy). as i put things back together i realized that the throttle simply did not control the valve on the carburetor. Somewhere in the governor something may be broken or worn. Is that a repairable problem? It must be a problem there as i can manipulate all the exterior parts and they seem to be fine if oddly disconnected in that area.
Just curious before i start to dismantle things and find no solution. I could always try to jury rig a spring on the exterior but....

It would seem that if the governor spring were broken, the engine would run only at idle. I would carefully check out all linkage components, looking for sticking, binding or miss-adjustments. You mention a disconnect! Maybe you're more right than you realize. You may have an issue with the governor but check all the other stuff first.

Depending on how literally "full throttle" is to be taken, the previous owner may have screwed the carburetor's idle speed adjustment in to raise the engine speed after the governor spring broke.

Well somehow after trying to get the radiator off without success it seems to have solved itself. hoping to put the sickle bar to work today in the sugar maple plantation. Witchcraft at work or.....

That brings you back to Gary's suggestion -- sticking, binding or miss-adjustments. It may unsolve itself again.

I had tried to remove the radiator but couldn’t free the lower edge. I’ve run her a couple of days with the sickle bar working well(I’m learning)

Why are you trying to remove the radiator? If for the governor you can access it without removing the radiator.
