Is this Travellers 30 Non Detergent oil from Tractor Supply safe to use in my International 140 tractor from 1974....

I wouldn't use it. As their description says: "It is not suitable for use in most gasoline powered automotive engines built after 1930". Some places don't even call this stuff "motor oil" any more. They came up with some name like "general purpose lubricating oil".
Your tractor is new enough that it should have had a detergent oil from when it was new. So use of a more modern oil isn't an issue. Any brand of a modern SAE 30 oil would be a better choice. 10W30 would be acceptable as well and might be preferred if it was on used in cold weather. Given your ZIP code, that probably isn't a concern.

The owner's manual recommends "Low Ash" IH oil but could not locate any. I had heard some mention straight 30 weight non detergent as the best alternative.

Don't worry about low-ash, most modern oil is relatively low-ash and it really isn't critical in that engine. Non-detergent oil is unlikely to be low ash.
