clutch problems

ON my 47 cub I have noticed that the gears will keep spinning even though the clutch is fully pushed down. I adjusted it but it still does that. I can't adjust it any more because then I can't get the yoke on! Any suggestions?

Have you recently replaced the crankshaft pilot bushing?
If yes, did you ream it to properly fit the drive shaft AFTER it was driven in? The installation process causes the internal diameter to reduce, which can cause the driveshaft to be "held" by the pilot bushing, regardless of clutch application.
