New battery, generator works. Got new voltage regulator. All wires tight grounded good. Put voltage regulator on started tractor. Gauge jump to 10 amps and back to 0. I let tractor run fo 20 minutes the gauge every couple minutes would go to 10 amps then back to 0. Started tractor this morning and nothing no charge.

The ammeter shows electricity going in <-> out of the battery. Once the battery is charged the ammeter will read 0 or very close to it. With magneto ignition there is nothing to pull from the battery unless you're running lights.

A mechanical voltage regulator is an all or nothing device. It'll turn charging on until voltage reaches the correct level then it will turn off.

Throw a volt meter on the battery. So long as it's showing rated battery voltage or higher you're fine.
