Check all the battery connections and that you have power at the starter

Do you mean that there is no motion when you pull the starter rod? Could be the saddle switch contacts needs cleaning or replacing. Can you turn the engine over with a hand crank? Also make sure that you have good clean connections to ground. The starter grounds through the frame.

The engine is free and I cleaned all the cables but the saddle is the old one because the pin won't fit in the new ones and I know I have power at the starter because I touched the cable with a screw driver and it arched.

Pull harder!

I had one that was tough to pull!

It was actually easier to put my hand right on the switch and pull on the switch lever!

What pin are we talking about here? The new switch should come with it’s own pin.

Think it would be worth your time to disassemble the starter and check the condition(s) of the brushes, bushing, and bearing.
I have an excuse. CRS.

I took the starter off and disassembled it and cleaned the grooves on the armature and and looked at the brushes they look a little worn after that I reassembled it and hooked up jumper cables from a ATV battery and grounded it to the starter touched to brass nub and it turned over but not fast enough to engage to gear all the way but that's because the battery was from a old ATV then I put the starter switch on and hooked up the jumper cables the pulled the rod it turned over after I put it back on the tractor pulled to rod it turned over as fast as it should the when to go start the tractor pulled the rod and again nothing. :surrender:
