Hi team,
I’ve completed my rebuild, everything is new across the tractor (engine has new crank and everything therein, bored 40 over).. This issue relates to surging. I’ve read all the posts that I can find, ie checked timing, adjusting the governor carb rod, jet cleaned, bumper spring adjust etc. The governor has a new bumper spring, new thrust bearing inside and new spring on the outside. At low revs tractor is humming, as soon as I up the revs the surging occurs, either whilst stationary or in gear. Check for air leaks between the carb/ gasket/ manifold. Make sure there are no fuel restrictions.
When you only have 9 horsepower you need to know the names of all of the ponies!

It sounds like it is still a linkage adjustment problem to me. I would add a little more length to the rod to the carburetor, and see if that helps your problem.

Make sure there is no free play or binding in linkages or carburetor butterfly. Only slight binding can cause fits. Once you adjust carburetor to governor rod yoke as per the manual, I usually shorten it one turn so when governor opens throttle, carburetor butterfly doesn’t strike and bounce off the stop. Recheck bumper spring adjustment as well. These procedures are well explained in service manual. Let us know how you make out.

I had the same issue after I had my carburetor off and then put it back on.
I had a guy who knew how to work on it come over and take a look. He made it operate properly like this.
With the engine OFF, disconnect the throttle linkage at the governor arm. Set the throttle lever to FULL THROTTLE. Set the throttle plate to full open on the carburetor. With the linkage attached to the throttle plate shaft lever, the other end should line up with the hole on the governor arm yoke without having to move anything. Extend or shorten the linkage as needed to align these two parts. Install the shoulder pin and cotter pin.
It is my understanding this is to be done anytime the carb is taken off/swapped what-have-you, as it may not go back in exactly the same spot and the linkage adjustment is very important for proper operation.
