Need Help with Tool

Seems I'm suffering from a case of CRS. Sometime, within the last two years (likely before Covid), someone gave me the tool/jig in the attached photo. Most likely at a Cubfest. I discovered it in my carburetor tool box about a month ago. I can't remember who gave it to me or what it is used for. Would the gifter please PM me and let me know what I have? :D Thanks!

Looks fairly well made. Brass? Looks to be a 1/2" diameter rod, about 6" long.

I don’t have it with me right now, but the brass rod is about 1/4 X 4 and the copper part is about 5/8 X 3/4, with a hole drilled for the rod.

I'm guessing it was one of the carb gurus. Isn't Cecil one I have heard people talk about....maybe that is mixed up. I also think isn't there a Bob or Bill that works on 5hem for folks?

"Since we're not guessing" The rod slides into the collar, you hold the collar and strike the rod. No more bruised fingers or thumbs. No brass rods flying across the shop when you don't strike the brass rod straight on. "Since we're not guessing."

Seating Welch plugs? To small and soft metal for much of anything else.

I am going to make a W.A.G. (Wild a$$ Guess) rather than a S.W.A.G (Scientific Wild A$$ Guess) and say that is for pushing out plug on choke since it was in carb box. The dimensions however bring to mind either for seating bushing in front end of starter, or possibly for seating pto pilot bushing.
