Is it left hand thread?
Am I correct in thinking the Cub 22 mower flywheel shaft pulley is left hand thread?
There are two ways to get enough Cubs. One is to continue to accumulate more and more. The other is to desire less.

1 5/16" combination wrench and a hammer worked real well to remove one last week.
