No. Just remove the linkages from the throttle lever and the cross arm to the carb. Take out the bolts back the mag away from the gear and rotate the mag one tooth backwards. This is assuming the posted picture was taken at number 1TDC. I have done it many times.

I've done a few as Cecil suggested. The governor cross shaft has a support bracket, held to the front of the engine with 2 bolts, those need to be removed. The procedure can be done in about 1/2 hour.

I Got it done today, all went well except for dropping that Woodruff key!
of course I looked all over and didn't find until I looked in the Pulley Groove.
