is that lift arm (with 2 arms) a factory part or is something that someone made to fit their needs

It's factory, it came out with the fast hitch. Guys have welded on the arm, but that arrangement might not be as strong as the cross shaft is smaller in diameter than the fast hitch version.

Hi,
The arm for the spring was added in late 1954, when the Fast Hitch came out.
I think all Touch Controls after that have the arm.
Below are pics from TM Tractor of the rockshafts without and with the arm.
The arms are thicker material on the newer rockshaft also.

can I upgrade to the larger shaft? is it possible to put it on a 53 Cub? looks like the shaft barring's have the same bolt hole pattern

Yes. You will need the rockshaft and both bearings, as well as the rod guide bracket that bolts between the fender and transmission.

You might try listing a request on the VINE. There are probably a lot of folks who don't use that spring assist or need the 2nd arm on the rockshaft, and would be willing to trade it out with yours...would probably need to sweeten the deal for the hassle, but maybe someone has their tractor already disassembled.
