54 push blade oddity question

I've dismantled the blade assembly in order to clean and paint it and have run into something odd. If you look at the image, where the arrows point there were single flat washers in between there for all 4 bolts. They're not listed in the parts manual and I suspect a PO put them in there for ?? Has anyone run into or seen this before?

My blade doesn't have any washers there. In fact, mine is a little too sloppy there due to wear. I have considered adding some kind of shim to tighten it up a little.

My blade has four 1/2” lock washers at that location. They are not shown on the diagram, but are noted on the parts list (Manual page 5, Rev 1).

Yes mine has the lock washers but these are flat washers in between the arms (#3) and the guides (#4).
