When I push the throttle/engine speed control lever forward it's stiff and jumps back
It seems to be a problem with the governor/connections up front.
The first area I am looking at is part #11 in the cub parts manual (page 30-31) "lever governor spring throttle"
From there it attaches to various rods/assembly's
Any suggestions would be wonderful!

How are the teeth on the governor control sector? They should be sharp to hold the throttle back.

Hi,
It is common on Cubs for the throttle linkage at the governor to become tight from no lube.
Lube number 11 in the Cub parts manual pic, where it turns on shaft 12.
The shaft should be solid on the governor.
Use penetrating oil, if it is tight, and work the lever repeatedly until it comes loose, applying penetrating oil several times if needed.
Oil it after it is loose again.

Below is a pic from TM Tractor of the governor, oil it where the cotter key is. You can see it from the left side of the tractor, using a light.
If the notches in the throttle quadrant are worn rounded, the throttle lever can slip back.
Also, the lever can get a worn place where it wears on the quadrant.
TM Tractor has new parts, or some of the people on here have built them up with welding, and then ground them to the right shape.
It says that TM Tractor is out of the throttle levers, but their listing has pics of the shape of the lever where it engages the quadrant notches. Below is the listing.

Also had one of my cub throttles jump. It ended up being that the tooth on the throttle handle had worn down. Had welded back up, cleaned up weld and now works fine.

also check the throttle lever used with the speed selector. a little notch develops. You need to weld it and shape it or look for a replacement.
When you only have 9 horsepower you need to know the names of all of the ponies!
