Governor fast idle adjustment

Hello ,
I need :help: after replacing my governor and making the adjustments on the carb to Gov. rod , as lurker Carl shows in the how to forum, I get pulsating and can see the rod going back and forth. If I turn the yoke out on the rod, I can stop the pulsating but I dont get any change in the governor, driving up a hill putting a load on the tractor in my field. I read in my service manual to use a tachometer to adjustment. the fast speed is there a way to make this adjustment so it stops pulsating, without a tachometer.
( I don't have one )
And get it to operate properly
