Noise after rebuils,

I got my crank installed, pistons in. Now if I take a wrench and turn motor I can here like a rubbing sandpaper type noise , sounds like coming from the crank area I got the lube as recommended lubed everything plasti gauge .003 Don't understand where it coul be coming with all the lube I used Thanks billy

I don't know where the noise is coming from. Suggesting almost a full tear down.

My assembly procedure, after measuring everything, is to install one part at a time. Example, crankshaft with main bearings installed, torqued, rotate the crankshaft several full revolutions looking/feeling for problems.

.003 is a bit large clearance on a rebuild for rod and main bearings. Just my opinion.

Would the rings make a scratching noise The shop that did my work told me to use oil on the rings. if I used the engine assembly lube on the rings may not seat . I sure don't know

lube or oil would not make a difference, I would pull the rods and then just spin the crankshaft to see if the noise is gone, if so install one rod at a time and rotate to see if the noise comes back, not being there to see it did the main caps go back in the same place they came from are they installed with stamped #s towards the cam?

Yes, new rings can make a scratching sound when newly put in cylinders, and you turn the crankshaft, making the pistons move.
I have heard it before. It is no problem, my opinion.

It would be good to have less than .003" clearance on the crankshaft bearings, if you are going to use the Cub for a long time.
The Cub service manual says .002" - .003". :)

It’s the rings moving in the castiron bore they make a scraping noise.
I'm technically misunderstood at times i guess its been this way my whole life so why should it change now.

I agree. The rings moving up and down the freshly hones cylinder walls makes a noise kind of like what you've described and is nothing to worry about. As long as everything is moving freely and nothing is binding, I think you're good to go.
