My governor throttle lever was frozen. After several days of applying PB Blaster, it has started moving, but is still pretty stiff. I would like to remove the governor front cover in order to clean and lube the lever properly. My question is there anything I need to watch for when removing the cover?

It you have a mag I would try to do what you can with it in place. Even with a distributor, I try to keep the governor in place.
Keep working the throttle lever. I personally like 50% automatic transmission fluid and 50% acetone over the other oils but others really like PB and the others.
Remember most of levers are cast so the will crack if you get too aggressive.
If you do decide the take the governor off I find it easier to get it back in correctly if I first put the engine a TDC on #1 cylinder. You really have to do this with the mag but I find it helpful on distributors.
Also the housing and the guts will separate with one or both hitting the floor. Rust and dirt are the only things holding them together.

I had a completely frozen governor arm on my Loboy and got it freed up with PB Blaster and a little persuasion. It is still a little bit tight. I spray it with PB every time I use the tractor. Seems to be improving with time.

I plan to remove just the outer cover of the governor, leaving the internal parts as is. Once off, I should be able to safely remove the lever and clean everything properly. Still thinking it over.....

The insides are probably stuck to the outside.
In theory that would work but I have not had just the housing come off in my hand unless it was recently off and cleaned and oiled.

Every one I’ve ever removed, the whole thing came out. Not a huge deal. Just have your cub at tdc on compression stroke for number one cylinder before removing.

That frozen lever is on the exterior of the governor. Removing the governor will make it easier to work on but will gain you no greater access to the lever. Just lube it and work it, it will free up.

I had the most luck by removing the cotter and washer.
Then cleaned up that end, sprayed with penetrating fluid.
Then while moving the lever worked it to the other end as far as i could, i believe the pulley support blocks it.
Cleaned up the exposed part of the shaft, sprayed again, and worked the lever back in place.
Repeat if necessary, but in a very short time it will be so easy to move, you will wonder if it was ever stuck.
