Found it in a scrap yard. I know it would be better it it was not upside down but...

Agree with BSR. Model 528 was made by IH.

Search for "Cub Trailer" in the box at upper right of screen; many hits.

Looks like buy that post that the one I found has had a tongue added on to the original one with pipe and a 2in ball hitch. I will end up with it unless someone beats me to it tomarow. I may need some measurements on the hitch to put it back to original. Thanks
