Ok, I put my belly mounted blade back on and coming up with the touch control is fast and strong but going down is SO SLOW. Any suggestions of why would be much appreciated.

Check the fluid level in the touch control. Also, the touch control generally lowers a little slower than it lifts. I think this helps to control the depth of an implement.

Jim B. has said on here that the Cub Touch Controls have a flow restrictor in them, to slow the arms as they go to the rear, or down position.
This is so they don't drop a heavy implement quickly. It is normal that the arms work slowly going to the rear.
The system can work slowly when the engine and Touch Control are cold, until the fluid warms up.
The system should have thin hydraulic fluid in it, like Case IH Hy-Tran fluid.
There are other brands too.
Check the fluid with the arms in the rear or down position. The fluid should be up to the filler plug hole, on the left side of the Cub. The fluid level rises in the unit as the arms move to the rear, if you fill it with the arms ahead, it will have too much fluid in it.
The operator's manual says to fill it with the arms in the rear position.
If you haven't changed the fluid since you have owned the Cub, it may need a change.
The Cub operator's manual tells how to change it, and remove the air from the system. :)

Below are pages from the 1955 Cub operator's manual, if you need them.
The 1st page shows the parts of the system, and where the filler plug is.

The 2nd page tells how to drain and fill the system.
Remove the filler plug before the drain plug, like it says, to let out any pressure in the system.
Be sure to do what it says in paragraph 4 to remove the air from the system. The arms should go through their full travel 10 - 12 times.
 
It is possible your maybe losing fluid from the Touch Control from the pump seal on your hydraulic pump is worn out allowing Touch Control fluid to propagate into the engine oil. If you start to notice your engine oil rising then the seal at the hydraulic pump is shot and needs to be overhauled.
