As best as I recall on my 154, it is a tapered splined fit with the nut and washer above the steering wheel hub. Lacking a tool to place under the hub, I rigged a sling under the hub and jacked/lifted upward on the hub with a lifting hoist until the weight was almost all suspended by the hoist. After replacing the nut on the shaft to protect the threads and soaking with penetrant oil I used a hammer on the nut/shaft to break the rust bond. It was a success but required a lot of effort. You might could use a bearing separator tool under the hub and clamped loosely to the shaft as an attachment point for a hoist if you decide to try it this way.
