Jerky hydraulics

Hello, I have a 1953 Farmall Cub and I rebuilt the hydraulic pump, replaced the control valve oring, and installed a new filter and head gasket. Now the hydraulics jerk, especially with weight and I don't know what to do. I put new hydraulic fluid in and bled the system but it makes no difference. The hydraulics are also making noise when the tractor is running and I'm not using the hydraulics. What could be wrong????🤔
 
I cycled the lever probably like 20 times with the fill plug off. The constant whine it makes seems a bit unnatural to me but I could be wrong. I'm new to working with tractors.
 
Hi,
Be sure to fill the Touch Control the last time with the arms in the rear, or down position, like the Cub owner's and operator's manuals say.
The fluid level rises as the arms move to the rear, if you fill it with the arms ahead, it will have too much fluid in it. There is an air space above the fluid level.
