That is a babbitt scrapper for fitting babbitt bearings such as used on Model T's or old saw arbors. I have used them several times on model t's as we have few.

Yep, it is a bearing scraper as we called them. We had machinery that used babbit bearings. When we had to replace them, the new ones were re-poured babbit that had to be fitted to the shaft. Out with the scrapers and prussan blue, and go to work.
