make sure you have good clean grounds where the regulator mounts and not rusty bolts, some time new regulators still need to be adjusted

Believe the charging problem is resolved. Combination of bad generator, regulator, and grounds. Regulator may be good but swapping it out anyway. On to the next problem.

Save your old regulator in case the new one craps out on you in the near future. They are not made as good as they used to be.
