Another leaking carb

I was given an original carb that had just been rebuilt. After installation it immediately started leaking from the point indicated by red tape in the attached image, and it would not start. When sitting, a slow drip from that point. I'm assuming the problem is the float or float valve, but I've never done any carb repairs and don't have access to the person who did the rebuild. Sediment bowl is new and clean.

Blow into the fuel inlet and you should be able to. Next, flip it up side down and blow in, you should not be able to. Also, they leak from where the needle valve cage/washer are.

The point indicated by the red tape is intended to allow any excess liquid to exit when the system is flooded. It is not a seal but rather a felt washer that is held in place by the retainers. If your carb is leaking fuel from that point it is either flooded or the float valve (needle valve) is not sealing when it is supposed to be in the closed position. JMHO Stan

DM sent. Make sure the carb is clean and doesn’t smell like gasoline, otherwise the USPS may reject it. Put it in at least one ziplock bag.
