Landowner got back with me, he spoke with a herbicide company and they recommend Remedy Ultra. The Triclopyr is 60.45% in it. It's a lot lower percentage in Crossbow. He said it was expensive and he wasn't joking. He told me let him know when things start getting leaves and we will go from there.

Landowners contacted me this week and said 4 gallons of spray and 2 1/2 gallons of surfactant was in at the herbicide place go pick it up and sign for it. Waiting on the leaves to get a little bigger and a non windy day. Oh and a pump for the sprayer to come in.
