Thanks for the response. I'm still thinking through my options. For now, I will machine a coupling to slip over both shafts that will effectively link them so that the PTO runs whenever the engine runs. For FEL, this isn't too bad.
I have my clutch apart and the basket and ears on the frictions are thrashed.

As long as your starter will handle the load of FEL pump you should be good.
