Question about wheels /rubber tires

Hi fellas -

Here’s a screen capture from a YouTube video. Can anyone tell me what’s going on with these wheels and the rubber treads that he has attached to them? I’d like to know more about this, and how to do it on my own F-12.

My thought is that the lugs on steel wheels make them illegal to drive on a paved road. The lugs were removed and the rubber treads attached. No idea where to get them though.

I think miller tire, check with them, or their web site
