Found this pic of an IH aircraft tug. A friend of mine is currently restoring one that is based on a "H".

Size, overall look, and front wheels suggest A/Super A.

Yeah, what John said. It is either a model A-14 or the nearly identical A-21. I'm going to guess A-21 because of the steering wheel.
