How about a little more information about what problems you are having? Even a photo might help. Maybe there's an alternative to replacing the shaft.

The throttle shaft comes in most rebuild kits, but I have never heard of one of them spinning on the shaft. the choke linkage yes, but never the throttle linkage. Depending on whether it is IH or Zenith, some of the members may have a used one from a junked carb. Note, the throttle shaft is the one immediately below the mounting flange. The choke is the one closest to the air inlet.
If you are not part of the solution,
you are part of the problem!!!

Roll pin. Hardware store or nearest tractor dealership.

Should be an easy fix. Checked my stash of carburetors on the shelf. First one I picked up, non IH carb, the lever was attached to the shaft with a small roll pin.
I have an excuse. CRS.

I, too, have never seen a Cub IH carburetor throttle shaft with a pin in it. Every one that I have seen or worked with had a square end on the brass shaft that fit into a square hole on the governor linkage plate. Then the brass shaft is peened to lock into the hole. Sometimes that joint can get a little loose. But, it is impossible for it to spin unless the brass shaft is severely worn. You may have something home-brewed or not original to the carb. Can you post a photo?
