what? I know what it is but do you ? If you really know what it is, leave it for the others to take an honest guess at it. Us older fellas have probably used one many times so let's see if the other guys can figure it out. More pix will be added as we go.

I am quite sure it is not the frame for a butterfly net for my kids made them and they were round or nearly so. Doesn't look like the frame for a minnow scoop either. A fish tank net or scoop it doesn't look like either. It certainly isn't the shape of a gingerbread cookie cutter either. I guess I still am not old enough. Bill I am sure your grand parents told you about it for you are way younger than I.
