Yes, too fast. You need something that moves at a modest shuffle with the tractor at full throttle in order to effectively till.

If you've ever run a walk-behind tiller, that's about the speed the tractor would need to go at wide open.

A 140 in 1st moves at what I'd consider a moderate walking speed.
