When setting the mixture on my '47 H, I can put the needle in to get a rough run on the lean side but after 1 1/2 turns out from seated, I can continue to turn out and it won't get too rich. It simply runs until the needle is removed completely. The packing isn't real snug.
It has a carb kit rebuild on it. Is there a small passage in carb that has been overlooked? Is the loose needle packing affecting it? Are some of these so forgiving that over-rich doesn't change it much?
It sputters alittle at idle but runs smooth when throttled up or with any kind of load on it.

I have an excuse. CRS.
