It is an access panel. There is an arm that attaches to the vertical steering column and engages the mounted cultivators to "swing" them out when making turns to keep them centered over the rows.

I have that piece on my H.Someday hope to put the cultivators on mine.Got them for $33.01 on ebay.Had to get them in Kansas though. Kevin [thanks goes to Jim Becker for getting me the right manuel also]

Talking on the phone with dad now. He said people are passing him up and giving him the thumbs up. He stopped at a gas station and a guy comes running out of McDonalds asking him if he can take some pictures.
