What is this for?

Just saw this tractor on the local craigslist with what looks like a metal implement wheel mounted to the front bumper. Any idea what its for? Maybe he puts some lumber under it and uses it as a wheel barrow.

Looks heavy. I'd guess it might be ballast to counterbalance that heavy rear mounted mower.
