RI doesn't fine you, but you will continue to get billed personal property tax by the city/town until they are turned in. Every 20 or so years they issue new ones, and the old ones don't need to get turned in. Funny thing about New England is that several states where they are handed down through the generations (much like Cubs around here), so there are some with single digits. You can also transfer them to someone else, a car dealer offered a car for free if they could get the plate several years ago..... they paid for the car. I have seen I-812 and OU-812.
