At what age do you tell a highway that it's been adopted?

Bernard, civic groups and others adopt sections of major roads and spend a weekend every month or two walking along their adopted stretch (usually a mile or two) picking up litter. Many times they will do this just prior to the city or county employees coming out to mow. It is their way of keeping our roads clean.
There are two ways to get enough Cubs. One is to continue to accumulate more and more. The other is to desire less.

Many states here in the US have "Adopt A Highway" programs. An individual, family or organization will volunteer to keep a one mile (or more) segment of a local road or highway clean of typical roadside trash and debris. This is usually done on a monthly basis and is committed to for at least a year. If Ireland is the same as Scotland, you probably don't have much of a trash problem, therefore no need for such a program. Here in the US, we allow pigs to drive cars. Subsequently, you find all sorts of things thrown out of vehicle windows onto the roadsides.

We have a national tidy towns competitions every year, and prizes are given out by our national environment authority for the best presented towns, in a variety of categories, usually defined by population size. And an overall prize for the tidiest town in Ireland. The competition is widespread, so a lot of communities do come together and create tidy town committees, to clean up approach roads, beautify public areas, put in flower beds, and generally make their town as nice as possible, and of course the tourists benefit as well as the locals. So maybe we took a leaf out of your book re tidiness

Right away. When we adopted I told him right a way. I told him he was adopted, about Santa Claus, and about sex. He was 7 months old and my job was done.
