Phone Question
My wife needs a new phone and due to budget restrictions I am looking at phones on eBay. The phone will have to be AT&T compatible as they are our carrier. My question is I see some advertised as "locked" or "unlocked". What are they referring to?

A locked phone is meant to ensure that the phone can't be used on any other operator's network other than the original carrier until a different software code is entered to unlock it. Basically it means if the phone is locked you would have to be sure it is locked with an AT&T code in order for you to use it with your AT&T carrier.
There are two ways to get enough Cubs. One is to continue to accumulate more and more. The other is to desire less.

The FCC just put new rules into effect Feb 11, 2015 for locked phones: https://www.fcc.gov/device-unlocking-faq
PS: Some unique features of phones may not work between providers if you switch, for example Sprint to Verizon or AT&T to T-Mobile, etc...
