Welcome to the forum.
Be in the Full Editor & Preview mode, which you can select below the Quick Reply box. Be sure the image isn't too large, usually under 500 to 750 k on size. If posting a new topic, I believe you're already in the Full Editor mode. Anyways, once in the Full Editor mode, below the posting box, you will find a couple of tabs, once says "Options" and the other says "Attachments". Click on the "Attachments" one and then click on the "Add files" button. That should open up another window that you can now select an image from your computer.
You will also find picture posting help in the "Using the Forum" section: viewforum.php?f=148
