Probably the local liquor laws. In order to sell package liquor you have to have another licensed business.
When in college the guy across the hall said that his folks owned a package liquor store in Missouri. To sell liquor they also needed another business. They sold groceries which the family used as a pantry.
After seeing the photo of the beer and welding business I had a conversation with a local who previously owned a tire business and liquor store. The conversation turned to the changes in liquor sales laws in Missouri over the past 70 years. Any way, interesting conversation.
Back when I was a kid, Iowa had wet and dry counties. My dad would take the family on a 60 plus mile round trip once or twice a month to a neighboring county to purchase beer. Later Iowa went to state owned liquor stores. And later yet, more currently, alcohol can be sold at licensed business with some limitations, on the times for Sunday sales.

I was at a company school in Raleigh, NC., when one of the students went to a local mall and asked where he could find a package store. They sent him down the mall to a store that wrapped purchases. Only way you could buy beer there was at a tavern.
