Is the green material just a tape to keep the powder off that area, or something special?

You nailed it, it's a special tape to keep the paint off but it can withstand the oven temps when the paint is curing.

Went to get this stuff from a guy. All I really wanted was the gear in his photo. It’s a fertilizer drive gear for a 140. Drove 25 minutes to his house and he has all this stuff in a box. I look and ask “where’s the gear with the big hole from the photo?” He said “oh, I sold it last week to a guy”. I let him know I didn’t drive this far to be who-dood. He said what would you give for what’s left? I said honestly, not much at all. This all came home with me. Got a countershaft gear for a fertilizer assembly for a Cub or 140 and a gear for what appears to be a Cole planter.
