I first saw that picture a year or two ago, so not sure how old it is, but loose material is now required to be tarped. At least in Mo. and I think that may be federal. If rabbit Holler Flash is still around he can tell us. He once told me you should never tie down someone else's load, or let someone else tie yours down.

He is absolutely right. I almost lost a tractor going to Florida because I trusted some one else.

Judging by the looks of that semi, I have doubts that is in North America.

We have more than our fair share of bureaucratic bs here State side, I would not be surprised if it is worse somewhere else!

My guess would be a hydrauilc tank for a self contained dump system
