rear wheel weights

If I was going to put wheel weights on the flotation tires id by sonnet tube with threaded rod and use cement to pour my own weights. I'm thinking we could use a liner between the face of the rim between the cement. Maybe aluminum foil or a trash bag so the wet cement doesn't stick to the rim.
I'm technically misunderstood at times i guess its been this way my whole life so why should it change now.

I been thinking if we found pvc pipe or something tube that fit inside the turf tire 16.1” rim then blocked off the lug area installed four threaded bolts then poured cement in the tube to make our own rear wheel weights for the floatation tires.
I'm technically misunderstood at times i guess its been this way my whole life so why should it change now.
