IH 154 Fast Idle a little slow

I did not have a chance yet to check my fast idle speed but from mowing last year, it seemed a little slow. Not sure if I should adjust the linkage at the clevis or the fast speed screw on the governor. I have good governor response ( 2 revs) and no surging. I did notice that the shaft that goes across the front of the engine has a little play. With the engine off, when I advance the throttle, it doesn't move the control rod all of the way open because of the front shaft slight play. To get the throttle plate all of the way open and have the pin slide in, it would require 2 turns of the clevis. Not sure if that would then mess up my governor response and get some surging. Any thoughts? Thanks!

Use a tachometer (or a fancy timing light) to measure RPM's. Adjustments should first be done between the governor and carb to get the relationship correct, then to the governor to adjust the high idle speed. See the manual on each of these.
