It stops the flywheel from spinning so you can shift gears without grinding. My clutch brakes were in bad shape, and I'd just watch the flywheel until it stopped. New ones are way expensive. Someone on this forum had a way to repair worn out ones rather cheaply. You might do a search for "clutch brake"

Try a post or search on the Numbered LoBoy Forum: Series 154, 185, 184. I've seen this on that forum in the past.

HamiltonBob, advertiser on this site, has new clutch brake pucks, $22- for both pucks.
You should obtain and install new clutch brake pucks. Will save a lot of grinding when shifting gears.

I didn't realize mine was missing until earlier this fall. Recommend you install (easy). After operating for several years without one I can tell you it makes a huge difference. Besides which, I now have a major wobble to address and that won't be as easy as installing the clutch brake.
