PTO clutch engage lever

So I thought for sure I was going to have to adjust or rebuild the PTO clutch since I couldn't get the handle to stay up, plus it looks like something may have caught fire in there in the past.

In the process of getting the clutch off, I found that there are two bolts holding the lever onto the actuating cam (think that's what it's called), and one of them is hitting the cutout in the 3 point frame when you pull the lever up (red arrow) - preventing it from being fully raised. So when I removed that bolt the lever could clear the frame, clutch engages and stays up fine, and I can't turn the spindle by hand at all with it up.

First, is there any way to better diagnose the clutch now that I have it halfway off?

Second, is there some alignment problem I'm looking at here with the bolt clearance? There doesn't seem to be any adjustments readily apparent.
