According to the manual (available from the PDF Manuals link at the top of this page), 1/16" deflection by finger pressure midway between the pulleys. Other helpful information is there to help your get the PTO properly adjusted.

I have quite tight because of the 59 mower will squal them if too loose on that end! thanks; sonny

If the correct belts are installed, they are very expensive belts with Kevlar in them. If that's the case you cannot overnighten them, you pull them tight and they generally last forever (like 20 years or so). If cheap belts were installed they will wear out quickly and constantly need to be tightened. If you're havi trouble with the belts I'd bet that they are cheapo replacements.
