Doesn't have three point hitch, just a belly mower. Cylinder maybe?

I have no clue cause I don't have a 154 or any numbered series .. but the server does have some data - TC-131 Parts Catalog Revision 8 Index - Hydraulic System and the I&T IH-Series Shop Manuals - International Cub 154 Lo-Boy Tractors - IH-38 1974 Edition Complete. Hydraulics are covered on pages 16-18. Hopefully that will be of some help.

Cylinders are one way - so if a cylinder were leaking or you had an external leak you would have hydraulic fluid all over the floor or ground.

Two possible areas:
1) 154 with serial number U018707 and below, circuit relief valve.
2) Hydraulic control valve. The circuit relief is included in the valve for 154s above the number provided.
