High idle setting

What is the proper way to set the high idle? I put an electronic ignition on my 1977 184 and tried to set the high idle to 2400 rpm by putting more tension on the governor with the throttle control arm. This works but, the governor spring then seems to pull hard enough to overcome the friction of the throttle adjust cable and it just slows the fast idle down.
I tried the method in the book and backing off the maximum throttle speed adjusting screw on the governor but, if the throttle adjust lever is already at it's furthest travel you get no more rpms. Best I could get there was 2200 or maybe 2250. I can get the higher rpms by cherating the throttle cable but, like I said it backs off then. W@hat else can I do? Thanks
