Hi.
I've taken apart the 154 PTO clutch and everything looks fairly decent and might only need adjustment. But it looks like on the back end, the load springs (items 16 on http://www.cleancomputes.com/Cub/I&T%20IH-50%20Shop%20Manuals/IH-50%20Complete/Page%2020.jpg were loose and not springy. It looks to me like there was something in there at one time, but its gone now.

Does anyone have a picture of what they should look like?
I think it was either that or worn balls in the cam that cause the PTO to not stay engaged.
Any advise would be appreciated.

One of the most common problem with PTO's not staying engaged is the 2 spring plates wear. The plates should be concave. Lay on a flat surface and see if they are flat or concave. Should be at least 1/16" or more concave per plate.

Re: load springs in PTO clutch
One of the springs has maybe a sixteenth of a cup, and the other is as flat as can be. These pics don't show it well, but they do show the condition of the cam cups.

So could one of the springs be re-cupped with a process described in this thread?
Also, I measured the balls and they measure about 0.002 smaller than the 7/16 noted. That measurement was pretty consistent when measuring at different places on the balls, but one of the three was closer to 0.0025 smaller. Would that make any difference in keeping the clutch engaged?
