Hi,
I'm in the process of installing dual brake pedals on an early model 154. I don't think IH offered these in 1969 model year, but everything seems to line up and like it would fit together.
I'm trying to get the brake lever off the old brake pedal shaft and the roll pin seems to be stuck. The roll pin next the the frame was relatively easy to remove but the lever pin is becoming a real problem.
Any suggestions how to remove without destroying the parts?

Flat faced pin punch, slightly smaller diameter than the hole for the roll pin.
Drill out.

I have my 71 in the garage up on jacks while I relace the clutch, and change fluids, so if you need any photos of the setup I can click a few

As a retired heavy wrecker operator & master tech heavy truck mechanic, I assume you have tried everything.
If I had all the parts for the change, I would cut out the brake pedal assembly.
I would try drilling out the roll pin. Even if the drill hole is not perfect you can enlarge and straighten up with the drill press.
