Above, one of several possible fixes/problems with/for numbered Cub lo-boy's throttle.
Try tightening up the lever pivot screw first. Friction holds the lever in place.
Group 11, parts manual, has sketches of the dash including the throttle lever.
Conduct more site searches on how to access the throttle lever.

Ok took the dash apart. Steering wheel popped right of just prying on it which a wrecking bar. Tightened the Phillips screw on the control lever, works ok now it stays at full throttle. Changed the burned out bulb for the oil pressure light, it now works.
